Responsibilities:

Serves as the EEO/affirmative action officer and ADA compliance officer for faculty, staff, and administrators.  Conducts internal investigations; coordinates responses to external compliance agencies and works with legal counsel.  Prepares and monitors compliance with the AAP.  Conducts and administers annual performance evaluation process, including training for supervisors.  Conducts subject matter training and participates in Human Resources departmental projects.

TYPE OF SUPERVISION RECEIVED:  Receives direction from supervisor to conduct investigations, prepare reports, and provide information.  Much work is independent.
 
POSITION DUTIES AND RESPONSIBILITIES:  
Essential functions:  100% of time
  • Administer internal complaint and grievance procedures with regard to allegations of discrimination, including those related to protected classes, on a timely basis.  Conduct internal investigations in response to complaints, prepare written reports at conclusion of investigation, and recommend corrective actions.
  • Coordinate external compliance agency complaints (e.g., EEOC); conduct investigations and respond to complaints; prepare responses and maintain correspondence with compliance agencies related to complaints or inquiries; coordinate production of documents and records in response to complaints; make recommendations regarding changes in policy or practice as a result of compliance agency findings.
  • Maintain appropriate records and files related to internal and external complaints and grievances.
  • Review Employee Handbook on an annual basis and make recommendations for updates to maintain compliance with changing State or Federal laws.
  • Conducts and administers annual performance evaluation process, including training for supervisors, and review and updating forms and processes.
  • Conducts desk audits of various positions working from the current position description. Make recommendations for changes to exist position description or staffing patterns based on knowledge learned.
  • Conduct exit interviews.  Collect and compile information and prepare trend analysis; make recommendations regarding recruitment and retention based on information gained during exit interview process.
  • Responsible for timely completion of annual affirmative action plan.  Coordinates the development of the plan with input from key campus constituencies. 
  • Monitor recruitment process to ensure compliance with state and federal laws, and University affirmative action plan.
  • Assist in the development of compliance-related training, such as harassment prevention, sexual harassment, and diversity/multi-cultural awareness.
  • Serve as point of contact on ADA issues and requests for accommodations for faculty and staff.
  • Participate in human resource generalist functions as assigned.
Qualifications:

Special Conditions of Employment:  Need valid driver's license and vehicle for travel.  May be required to travel overnight.  May be required to maintain a flexible work schedule to accommodate business needs which may include working evenings and weekends. Must successfully complete criminal background check and credit check.

Previous Experience: 
Required: 
  • Minimum of three years of experience as a Employee Relations Specialist with preference to experience in higher education.
  • Demonstrated experience in addressing problems, defining relevant issues, drawing sound conclusions, and making responsible recommendations.
  • High level of understanding of the relevant federal and state laws regarding employment, harassment prevention, and human resources; ability to articulate these to a wide constituency.
  • Highly developed oral and written communication skills; excellent phone presentation skills.
  • Ability to work independently and meet critical deadlines.
  • Political sensitivity and ability to interact with diverse groups and individuals at all organizational levels.
  • Excellent problem solving, decision making, and organizing skills with the ability to prioritize a heavy workload under pressure and competing assignments. 
Desired Qualifications:
  • Substantial experience in an academic environment.
  • Experience in conflict resolution and consensus building.
  • Knowledge of Brandman University policies and procedures
  • Employee law or labor law background helpful.
Knowledge and Education: 
  • Bachelor’s degree in Human Resources or closely related field. 
  • Knowledge of Federal and State laws with regard to employment in California and Washington (state). 

Machines, Tools, Equipment, Electronic Devices and Software:  Demonstrated experience with office machinery, including computers and associated software applications.  Customary office machines including fax, telephone, copier, and printers.
